Francis Named Chairman of the Texas Tech University System Board of Regents

El Paso business executive L.Frederick ‘Rick’ Francis was elected as the chairman of the Texas Tech University Board of Regents during their February board meeting in Lubbock Thursday morning.

Francis, who is the chairman of WestStar Bank in El Paso, was appointed for his first term in the TTU System board in November 2003, and was appointed to a second term. He was re-appointed for a third term on the board in February 2013.

He has previously served on the board as chairman of the Finance and Administration Committee and is a member of the Academic, Clinical, and Student Affairs and Regents’ Rules Review Committees.

In addition to his work with WestStar Bank and Texas Tech University, Francis also serves on the Board of Directors of Western Refining, Inc., Providence Memorial Hospital, Sierra Medical Center, the Greater El Paso Chamber of Commerce Foundation, the Medical Center of the Americas Foundation, the Paso del Norte Group and the Texas Philosophical Society.

Abilene native Tim Lancaster was also named as the board’s vice chairman during the board meeting Thursday morning.
