Sex offender fails to report to Horizon halfway house, gets arrested 18 years later

After nearly two decades of failing to report to a Horizon City halfway house, a convicted sex offender is now in custody.

According to a news release, Alfonso Garibay was convicted for the aggravated sexual assault of a 12-year-old girl.

He was released from the Texas Department of Criminal Justice on February 3, 2000 and allegedly failed to report to the facility located at 1650 Horizon Blvd.

Officials say Garibay was then listed as “absconded”, prompting law enforcement to issue warrants for parole and sex offenders duty to register.

According to the El Paso County Sheriff’s Office, Garibay was taken into custody in Caddo County, Oklahoma on August 13, 2018 and extradited to El Paso County.

No further information was provided.
