Nine arrested in drug conspiracy investigation by El Paso law enforcement

Nine people were arrested by multiple law enforcement agencies as a part of a six-month-long drug conspiracy investigation.

The investigation began in July in Socorro and ended on Jan. 14 and 15 with the arrested of individuals in Socorro and El Paso. The arrests were made in the 700 block of Clems Road, 1200 block of Cielo Azul and 11200 block of Sheffield Road. 

The focus of the investigation was the Surenos street gang and their sale and distribution of heroin and methamphetamines in the Lower Valley and Socorro.

“The drugs that are associated in the community with the Surenos, they are one of the more prevalant gangs here,” said Sgt. Patrick Natividad with El Paso Gang Unit.

The nine arrested were:

  • Arthuro Delgado, 50: Manufacture and Delivery of Controlled Substance under Penalty Group One under 1 gram / Manufacture Delivery of Controlled Substance under Penalty Group One over 4 g under 200 g. (Heroin) 
  • Norma Delgado, 53: 3 municipal court warrants with EPPD / Manufacture Delivery of Controlled Substance under Penalty Group One over 4 grams under 200 grams (Heroin) 
  • Ruben Rodriguez, 62: Possession of a Controlled Substance Under Penalty Group One under 1 gram / Manufacture Delivery of Controlled Substance under Penalty Group One over 4 grams under 200 grams (Heroin) 
  • Jose Ortega, 44: Theft Property <$2500 with 2 previous convictions / Tampering Fabricate Physical Evidence 
  • Stephanie Puga, 32: Manufacture Delivery of Controlled Substance under Penalty Group One (Methamphetamines) 
  • Jesus Torres, 18: Possession of Controlled Substance under Penalty Group 1 (Methamphetamine) /  Possession of THC oil over 1 gram under 4 grams 
  • Maribel Hernandez, 23: Traffic Warrants with bonds totaling $4,331.00 
  • Aaron Calderon, 23: Possession of Controlled Substance under Penalty Group 1 (Methamphetamine) over 4 grams under 200 grams 
  • Ricardo Herrera, 40: Possession of Controlled Substance under Penalty Group One over 4 grams under 200 grams (Methamphetamine) 

During the raid, 47.1 grams of heroin, 2.7 grams of methamphetamines and 4.3 grams of marijuana was seized.

The agencies involved were the El Paso FBI Safe Streets Gang Task Force Squad, El Paso FBI SWAT, HSI Community Shield Taskforce, DEA, Texas DPS, Socorro PD, El Paso County Sheriffs assigned to Safe Streets Gang Task Force, Ysleta Del Sur Pueblo Police, and El Paso Police Department Gang Unit.
