El Paso apartment owner forced teen into lewd acts for rent

The owner of a Central El Paso apartment complex allegedly made a teenager commit lewd acts in exchange for rent.

The victim, now an adult, said the sexual abuse happened when she was in her early teens and living with her grandmother at the apartments located in the 1000 block of Magoffin.

Richard Jesse Hall, 56, was arrested on April 12 on suspicion of sexual assault of a child.

“Faced with eviction because her grandmother was unable to pay the rent, the teenaged victim agreed to the lewd acts committed against her by the apartment owner,” a news release from the El Paso Police Department said. “In exchange for credit towards the rent, the victim was compelled to comply.”

Hall was booked into the El Paso County Detention Facility on a $50,000 bond, police said.

The department’s Crimes Against Persons unit is asking anyone else who may have been a victim of Hall to call 915-212-4461.
