What exactly is HAARP?

Is the military really using weather for combat?
(El Paso) KTSM — Forgive my ignorance, but is HAARP really as evil as some people would assume it is?
Today, I have decided to talk a little about it, and would like to hear your input on this topic.
What are your personal opinions on it?
For those who don't know what HAARP stands for, it is The High Frequency Active Auroral Research Program, which is funded the U.S. Air Force, the U.S. Navy, the University of Alaska, and the Defense Advanced Research Projects Agency (DARPA).
Basically this program is in charge investigating the potential for developing ionospheric enhancement technology for radio communications and surveillance.
You would think this make sense since the program is funded by the military, but some people believe this program is capable of modifying weather and disabling satellites which are all being used as a weapon against terrorists.
As mentioned in my previous weather blog, Climatic warfare is a serious topic.
Both the US and Russia have developed capabilities to manipulate the climate for military use.
In fact, US mathematician John von Neumann, in connection with the US Department of Defense, started his research on weather modification in the late 1940s at the height of the Cold War and foresaw ‘forms of climatic warfare as yet unimagined’.

During the Vietnam war, cloud-seeding techniques were used, starting in 1967 under Project Popeye.
The goal was to prolong the monsoon season and block enemy supply routes along the Ho Chi Minh Trail.
According to this website, the technology, which is being perfected under HAARP, is an appendage of the Strategic Defense Initiative – ‘Star Wars’.
I can see why some people would think HAARP can be dangerous.
From a military standpoint, HAARP is a weapon of mass destruction, operating from the outer atmosphere and capable of destabilizing agricultural and ecological systems around the world.
But in the military's defense, this weather manipulation is in the best interest of the people.
According to the US Air Force document AF 2025 Final Report, weather manipulation ‘offers the war fighter a wide range of possible options to defeat or coerce an adversary’.
It goes on to say that the capabilities extend to the triggering of floods, hurricanes, droughts and earthquakes.
Can you believe that?
Just last Tuesday, Chile was hit by a 8.2 magnitude earthquake which caused cities to evacuate thousands of people and about 10 so far have been reported dead.
It's a far too high amount of deaths for any family. Obviously this wasn't the largest earthquake experienced.
As a matter in fact, in Tokyo of 1923, the earthquake that hit killed 130,000 people.
And keep in mind these are all natural disasters. Imagine what a man made one could do?
The US Air Force Document goes on to say, ‘Weather modification will become a part of domestic and international security and could be done unilaterally,"
This basically means supposedly only one person or partly would be in charge of doing this.
'It could have offensive and defensive applications and even be used for deterrence purposes.'
That sentence in itself really just scares me.
As a student learning about the weather, I am seeing how ruthless mother nature can really be.
All the Natural Disasters that occur are horrifying, thousands of people suffer from them, sometime nearly millions. Homes are lost, families are broken apart, and cities are erased from the map some times. Weather shouldn't be used for deterrence purposes, we should actually be looking for ways to protect our people.
Or at least that is MY personal opinion.
Anyway, the document continues by saying, 'The ability to generate precipitation, fog and storms on earth or to modify space weather… and the production of artificial weather all are a part of an integrated set of [military] technologies.’
The Intergovernmental Panel on Climate Change or IPCC for short, has a mandate ‘to assess scientific, technical and socioeconomic information relevant for the understanding of climate change.’
All I know is weather should only happen naturally and we should have the duty to find ways to protect each other from these dangerous and deadly disasters, not find ways to enhance them.
But of course there is still much more infromation out there about this program, and whether their intentions are good or not, I'll let you decide.
