EL PASO - An official with El Paso Electric said there's no telling when the rolling blackouts throughout the city, will end.

City Manager Joyce Wilson said blackouts are being experienced in 30- to 45-minute intervals.

Other officials are urging residents to conserve energy.

Should there be a major blackout, Wilson said the city would have to, "mobilize sheltering capabilities."

Wilson said a warming center will be set up downtown as of 1 p.m. Wednesday.

this is stupid in my opinion..what about those residents of el paso that have electric blowers on their heating system? continue with the blackouts and most of us are going to be cold...there are a lot of us that have children in their houses, medical problems, electric stoves, etc..
