EL PASO ELECTRIC failed us, the customers, with lack of preparedness and laziness....

should we be penalized due to EL PASO ELECTRIC'S incompetence??? It seems that we will pay EL PASO ELECTRIC MORE MONEY FOR MISERABLE "ROLLING" INCONVENIENCES, STUPIDITY.....
