They always arrest all the Leaders of every "cartel" in Mexico except the Sinaloa Cartel. Who is the Mexican government trying to fool? With the help of the U.S. DEA agency they have caused the growth of a cartel named a terrorist organization by the U.S. Department of Homelan Security.
