El Paso--Bill Smolak says he contracted with L-C construction and Estrada Landscaping *two brothers* to clean up a concrete area in his back yard- that use to be a pond.
He says he paid them hundreds of dollars they finished the work on time... but soon after he says he noticed several cracks in the cement.
