The Texas House has approved legislation that would use two billion dollars to start funding water projects in the state. House Bill Four would create a water bank to offer loans for projects like new water reservoirs, pipelines and conservation projects. The bill passed nearly unanimously Wednesday, with only two votes against it. Now the bill is headed to the Senate.
