In a national health care overhaul, Gov. Rick Perry called Medicaid a "failure."
Perry announced his intentions to oppose a state insurance exchange and a Medicaid expansion in a letter to U.S. Department of Health and Human services.
"The Medicaid program is broken, it is already cost taxpayers a tremendous amount of money, if the federal government was serious about putting in place healthcare efficientely and effectively they would block grant back to the state and let them decide whats best," Gov. Perry said.
The governor instead suggested allocating Medicaid in block grants, allowing each state to tailor the program to its specific needs.
