El Paso police now have the right to impound any vehicle they pull over that cannot show proof of insurance. City council voted six to two in favor of the broad ordinance. They rejected a more restrictive version of the proposal that would have only allowed officers to impound a vehicle that was pulled over for drunk driving, reckless driving, racing or was involved in an accident. The ordinance now has a 90-day grace period to ensure the public is informed and officers are trained on enforcement.
