Felipe Calderon will visit El Paso's sister city tomorrow at which time he is expected to announce an economic aid package to help Juarez keep the peace.
Thousands of people have died in Juarez due to warring drug cartels.
President has deployed thousands of soldiers to Juarez to stop vicious gangs battling for drug-dealing turf and lucrative trafficking routes north, but violent crime has only surged.
