Anyone in New Mexico arrested for a felony must undergo a DNA test. Governor Susana Martinez signed a bill to that effect in Carlsbad. The measure expands DNA testing under what's called "Katie's Law" in memory of New Mexico State University student Katie Sepich. She was murdered back in 2003. Her killer was found only after DNA testing from another crime tied him to Sepich three years later.
