MESILLA PARK - One couple living outside Las Cruces says their neighbor keeps piling dog feces right by their kitchen window.
"It's pretty much just dirt and feces for the last 3 or 4 years, and it keeps piling up and piling up," said Lupe Holguin.
When she cooks, she smells it.
"We get the stench coming into our kitchen door and our living room window," Lupe said.
When she has company, she smells it.
"I have people coming up and they can smell the stench, it's very very strong," she said.
Rain or shine, she smells it. Her husband, Ray tried talking to the neighbor.
"He said, 'Ok we'll clean it up,' but all he did was pile it in that one little pile," Lupe said.
So finally an inspector from Dona Ana County went by to take a look. Jess Williams, the spokesman for Dona Ana County, says there's not much they can do.
"He was allowed to do the visual inspection and he found no codes violations," Williams said.
Because they live within county limits, Williams says they have less jurisdiction and the problem now becomes a civil one.
"Generally speaking, that's true, there are fewer restrictions on private property than there are in incorporated areas," Williams said.
But the Holguins don't want to go to court. They just want their neighbor to clean up his act.
"He has five dogs that he doesn't, dispose of, I don't know, laziness, that's the only thing I can think of," Lupe said.
We talked to the neighbor and though he didn't want us to interview him, he did say we could take a closer look. He also said he'd get to the cleanup on his own time. But Lupe and Ray say they've heard that before.
"We're frustrated. the city doesn't want to help, the county doesn't help, animal control, health department, who do we have to call, what do we have to do?" asked Ray.
"We've come to pretty much a dead end, we've called everyone we know to call," Lupe said.
Since the neighbor is a renter, we also tried knocking on the landlord's door. A relative said the landlord was out of town.
