The stormwater fee is up for discussion once again, and action at city hall today could mean big changes for the controversial fee. This morning, city council is expected to vote to transfer the power to set stormwater fee rates from the El Paso Public Service Board to the El Paso City Council. Last week, city council members approved a proposal to transfer rate-setting authority from the PSB to the City of El Paso. Local businesses have complained that because PSB members are not elected, they shouldn't be allowed to set fee rates. City council could be overruled by Mayor Cook, who's asked city staff to draft an ordinance putting the decision up for vote on next May's ballot instead. City council meeting starts this morning at 9:00.
