Every time it rains hard, Socorro has trouble with arroyos filling up with sand and it's turned into a conflict between the city of Socorro and El Paso County.
Mayor Trini Lopez has to send out the bulldozers to clear the sand out of the arroyos near Alyssa Road. He blames it partly on El Paso County. He says the county needs to take care of problems around Horizon to keep water from washing sand into Socorro.
But County Commissioner Willie Gandara, Jr. says the cost to fix it could be upwards of $50 million. Gandara says the county and the Army Corps of Engineers have each spent half a million dollars on a study of the problem and he says Socorro should kick in at least $100,000 to keep the study going.
