Imagine having an electric bill that amounts to $19 million a year.
That's the bill at Fort Bliss and also one of the reasons why the post has made a promise to be energy independent by 2015.
The plan to produce more energy than it consumes is already underway. Several projects include solar panels to power fitness centers and dining halls and energy conductors to heat up the swimming pools.
Energy branch chief Robert Lopez says Fort Bliss hopes to set the example for the armed services.
