This is full of misinformation! A circumcised penis takes the same or more care throughout life - I don't know where they got the costs of leaving boys in tact. The only potential medical care needed due to leaving boys in tact would be if parents were not educated and cared for it wrongly (like by retracting the foreskin to clean, which should not be done. The in tact penis can be cleaned by wiping it like a finger.)
