Instead of going after the manufacturers of the product they target the little guys who already paid for this merchandise. Put's these guys out of business but the manufacturer still made his profit and continues to sell to other little guys. Just like with drug enforcement, they always target the small guys to "show" they are doing something about it. If they really want to stop it, go after the manufacturers, idiots...
