If that was true then why did cereal products even back in the 80s have toys in them?
It was changed due to the massive law suits towards food companies for creating unsafe product for children who could swallow the toy by accident. It just doesn't apply to cereal prodcuts but those were the most popular product that had such things in them. I was using it as an example. If it helps you Cracker Jacks can be an example as well.
