Insurance coverage (all types) is a personal choice. You want insurance, buy it. Expensive, yes. It is still a choice. Want to raise the high school grad rate? Get rid of the teachers unions and allow some public money for more charter schools. Apathetic unionized teachers and administrators do not have an incentive to teach kids well if there are no consequences to them. Charter schools are a business. If the student fails, they fail. They have incentive to succeed. Just like private schools.
