here's an idea for the landowners. go and buy trail camera's that use infared instead of flash and set them up in places where they would enter. after being caught on the camera's turn evidence in and make them compensate for the cost of the cameras plus whatever fines they gotta pay. you can get the cameras at any hunting retailer. the cameras will do better then cops patroling the area. headlights can be seen. you can hide the cameras.
