That's ridiculous! I feel my toy poodle is quite safe around children. How about a pet goldfish? Ever heard of a child being killed by a house cat? Yeah, and those parakeets can be vicious!
Maybe what you meant was that people should have to pass some type of test before being allowed to breed? There are a whole lot of stupid people out there who have children that depend on them for safety and quality of life.
