Neither the Police nor the Sheriff Dept Officers seem to either be trained to save lives or they just don't care. Every time there is a swat situation whoever is barricaded either turns himself in or is dead. There is never someone hurt or there is never unlimited time and effort to negotiate their surrender. As long as there are people in grand juries D. A.'s and real internal affairs investigations that prosecute within, they will continue to brake the law.
