Why do people in el paso blame everyone but themselves? The dog might of ate something before they picked him up off the street. Why was the dog roaming? I hate the fact the dog had to be put down but the root cause was the owner. I know it happens to even the best owners but it does not change the fact if you own a dog that dog is the owner's and only the owner's responsibility.
