Are you kidding me!?!? why do you think they were whining and crying about needing a tax referendum!
They should look into the Human resources guy that was there a few years ago, as well as his other "yes" men. No one puts together something like this without having an insider network. Good for the FBI; at least someone is looking out for the tax payers.
