Horizon - An accident has killed an elderly man in an electric wheelchair. 

It happened at around 8:45 a.m. at 14500 Horizon Boulevard. 

Investigators tell us 85-year-old Pablo Mendoza was collecting cans from the trash when he was hit by a cement truck. 

We are told the driver will not be charged.
