Vinton residents hopeful that new council will finally pass a budget before end of year

Vinton, TX (KTSM) — Council members for the Village of Vinton gathered for a final budget meeting Tuesday night that went nowhere.
For the second year in a row, Vinton will continue to exist without a budget - officials say that's really hurting the local economy.
The deadline for passing a budget for the Village of Vinton is September 30th.
Since council members couldn't pass one Tuesday night, which was their last chance before the deadline, Vinton will have to remain without a budget until a new council takes over in November.
According to the Village's Mayor, Madeleine Praino, that may not be such a bad thing - she says she's almost positive the new council will make the budget a priority and pass one right away.
Current council members Juvencia Ontiveros, Maria Medina, and Maria Garcia will not be running for re-election in November, and they're being replaced by Manny Leos, Santos Lucero, and Dolores Diaz.
On Tuesday night, council members Ontiveros, Medina, and Garcia stood strong behind their proposal to slash city employee salaries between 20% to 50%, and made it clear to the Village that they wouldn't budge.
Ultimately, the Village council couldn't reach an agreement and did not pass their budget. Now, all eyes are on the three new members.
"My only hope, then, is since this council is not agreeing to anything, the new council coming in is going to have to take it upon themselves to approve a budget," said Mayor Praino.
"They are very active in the community, not just with the Village of Vinton but I've seen them active in other areas, and that's what it's all about. You got to work together, within the community, within the church, and to do what's in the best interest of the people," said Vinton resident, Norma Venzor.
According to Mayor Praino, the new members will be sworn in November 19th, and will then attend a budget workshop before coming together at a special meeting to vote on finally approving a budget for the 2013-2014 year.
Mayor Praino told NewsChannel 9 she is looking forward to launching the many development projects planned for the Village of Vinton that have been placed on hold because they haven't been able to pass a budget.
