It's called Proposition 4 and if it passes, it would provide additional money to help fund the growth UTEP and six other Texas schools need to become Tier One or Nationally Research Universities. What's the advantage?
"Typically that means $100-million in research expenditures, it means doctoral programs, it means those institutions are contributing to national competitiveness and certainly to Texas competitiveness," explains UTEP President, Dr. Diana Natalicio.
And it would cost the taxpayers nothing.
"The good news is it involves no new taxes, it doesn't involve any new money coming into the state from tax payers. It is an account that has been frozen and hasn't been used," Dr. Natalicio says.
According to Dr. Natalicio, Proposition 4 would also create more opportunities for people in the area interested in research and that would mean good things for El Paso's economic development.
"It creates jobs, we'll buy more goods and services as our research volume goes up and so does our contribution to this region, businesses and individuals," she says.
So the hope is by paving the road for UTEP to become a Tier One University, the city will feel the effects as well.
