EL PASO, TX - $200 dollars gone, a rock wall that was never built and a contractor that won't answer his phone. Those are details from the latest report investigated by the
News Channel 9 Troubleshooters.

Tony Mendoza hired a contractor to build a wall, but he never did.

"I paid him $200 dollars and he never showed up," he said.

Mendoza signed a contract with Luis Carlos Estrada from L.C. Construction on March 25th. It says both parties agreed a rock wall would be built, and $200 dollars would be payed as a deposit. We were shown what appeared to be the cashed check for the deposit, which was also written on the March 25th, but as of Thursday, April 22nd no rock wall has been built.

"It's been almost a month and I can't get in touch with him, I call him and he doesn't answer."

Mendoza says he last spoke to Estrada this past Friday.

"I asked him if he was going to come, and he said yes. He said he'd be here on Saturday morning, and he never showed up again."

So the Troubleshooters gave him a call, but our call has yet to be returned.

In the meantime, Mendoza is left wondering when his rock wall is going to be built.

"Yeah, it's upsetting, because if he could do this to me, he could do this to somebody else," he said.

Mendoza says he also filed a police report, because he considers what happened to be theft. We'll keep you posted on what happens.

statistically how many of these so called contractors originally from juarez? most of them have pickup trucks advertising contract work experience, most of them never are affiliated with the better business bureau. how can we stop this type of criminal activity?
