EPPD: Driver hit city employee on sidewalk, fled scene

A Code Enforcement Officer with the City of El Paso's Environmental Services Department was seriously injured after being struck while working on a sidewalk in El Paso's Lower Valley this morning.

The emergency call came in around 9:12 a.m. Wednesday morning as a pedestrian accident on the 8400 block of North Loop near the intersection of Lee Trevino. The ESD employee, identified as 59-year-old Robert Narro, had parked his 2013 Chevrolet Silverado truck legally on the right hand curb of eastbound lanes of the 8400 N.Loop while he was conducting a code investigation on the sidewalk.

That's when EPPD says that a 2000 Lincoln Town driven by an unidentified 29-year-old man veered to the right and drove onto the sidewalk striking Narro and the city truck.

According to scanner traffic, crews requested additional assistance with a jack to lift the vehicle off of Narro at the scene.

The driver of the Lincoln Towncar reportedly fled the scene on foot after Narro and was located by El Paso Police Officers a short distance away.

Emergency dispatch transported Narro to Del Sol Hospital with serious injuries. EPPD says that the driver of the Towncar was taken into custody and charges are pending.

A spokesman with El Paso's Enviornmental Services Department says that Narro has been a Code Compliance Officer since March of 2012. Prior to holding this position, Narro worked with ESD's Collections Division since April 2007.

ESD Director Ellen Smyth released a statement late Wednesday afternoon saying, “Our thoughts and prayers are with Mr. Narro’s family and loved ones at this time. The ESD family is deeply saddened by today’s tragic incident and we are all praying for his recovery.”
