Towing Ordinance Begins Nov. 1

The towing ordinance is now in effect in El Paso.
Vehicles will be towed if drivers can't provide proof of insurance.
Police officers have been instructed to use all available means to make sure a vehicle is insured and to consider the severity of the violation before impounding vehicles.
