Third DWI arrest brings felony charge

(El Paso) — 40-year-old Henry Payan could become the city's latest three time DWI offender. El Paso
police say he was driving drunk with no headlights along North Loop at about ten on Saturday night. They pulled him over, and say he failed the sobriety test. Then they ran his record, which shows two previous DWI convictions. Now he faces a charge of felony DWI, required by law for those already caught twice while driving drunk.
