EL PASO -- A Texas candidate for governor says he's got the solution to El Paso's school budget problems.

Democrat Bill White came to town to tout his ideas to reduce dropout rates. We asked him what he'd do to bring more money to local school districts.

"Give the local school districts more flexibility how they spend their money under Rick Perry's plan than ever before," said White.  

White faces Republican Rick Perry in the November general election.
