Good news, and bad news.

For the second straight year, the teen birth rate has declined. But the same report from federal officials also said that more middle school students are using drugs.

The reports shows premature births were also slightly down, along with fewer high school seniors binge drinking.

According to the report, 8 percent of 8th graders used drugs in 2009. That changed to 10 percent in 2010.

The percentage of children and teens living in poverty also rose-- from 19 percent in 2008 to 21 percent in 2009.

And on another note-- the average math score for 8th and 12th graders rose by at least two points.
