El Paso City Council approved tax incentives for the developer looking to bring a smart code project to Northeast El Paso.

Cavillion Developers is looking to build a mixed-use property on Fairbanks near Rushing with retail shops on bottom and apartments on top.  The project will include an art gallery, a bookstore and a flower shop.

On Tuesday, council agreed to give the developer a five year tax abatement worth about $3,100 and also waived about $10,000 worth of permit fees.
