UPDATE:

The SWAT situation that started in Central El Paso Monday night ended at approximately 1 a.m. Tuesday morning.  Police initially responded to an apartment complex at the intersection of Russell St. and Keltner about 11 p.m. Monday.

Police were negotiating with a man who told them he was barricaded inside one of the apartment units.  However, after about two hours, police determined that no one was actually inside the apartment.

Investigators believe the man was calling from somewhere else, possibly out of state.

Portions of Fred Wilson, Alabama, Keltner and Russell St. were closed overnight, but have since reopened.
