Socorro — The city of Socorro's public works director has been arrested on theft charges. Richard Gutierrez is accused of theft up to $20,000. although details as to exactly what he stole aren't clear. A grand jury indicted him on the charge and he was arrested Wednesday. Mayor Trini Lopez could only tell Newschannel 9 some city property was recovered by deputies at a Socorro residence. Other city reps are backing Gutierrez' innocence.
