EL PASO, TX — The runoff election for the democratic race for county commissioner in precinct 3 is heating up. Vincent Perez and Chente Quintanilla are vying for that seat.

Perez said Quintanilla is just one of the candidates exploiting the elderly and less fortunate residents. Perez said according to campaign records, Chente Quintanilla paid Elena Slape, the activities director of the Fabens Senior Center $750 since May.

Perez said Slape helps the elderly mail in their ballots and Quintanilla is paying her money to secure senior votes.

Campaign records also reveal nine different candidates have given money to Martina Silva, Montana Vista Precinct Chair. Silva received nearly $4,000 from several candidates, and more than $830 from Quintanilla.

Perez said candidates paid Silva to shuttle residents to polling places to vote for those candidates.

"Seventy-five percent of the mail in ballots that have been submitted so far have come from one precinct and that's Fabens. These are the types of issues that I really think the public need to be aware of and I think these are the precise things that need to have more scrutiny because when we look at Sunland Park and all the corruption cases that have gone on, we can't wait until after people are elected to start asking questions."

Newschannel 9 to the Fabens Senior Center to get an interview with Elena Slape but they said she doesn't work there. We asked Quintanilla for an interview but he declined.

Perez and Quintanilla want to fill the seat left vacant by Willie Gandara, Jr. who resigned after he was arrested on federal drug charges.
