A new Texas law banning cell phones in school zones takes effect September 1st.
But authorities won't be able to cite drivers, unless the City of El Paso and El Paso County fork over the cash to enforce it.
Texas lawmakers say safety is exactly what moved them to pass the ban.
Anyone caught making a call faces a fine.
The exception is handheld devices.
Parents say despite the flashing lights and warning signs, school zones remain danger zones.
In order for authorities to enforce the new State Law cities and counties have to put up signs warning drivers about the new cell phone restrictions.
The problem is, as of right now, the the City and County don't have any plans to put the signs up by the deadline.
Both entities say they're trying to secure funding for the signs.
But neither has an exact time-frame for when they'll actually go up.
