Police release name of man killed in hit-and-run, driver arrested

The TXDOT worker killed in Tuesday's hit-and-run collision was identified as Ciro Lozano, 41, police said. 

Investigators also made an arrest in the case, after they determined the driver of the vehicle allegedly involved in the hit-and-run was Alberto Garcia, 23. 

The crash occurred while Lozano was outside of his work vehicle conducting road maintenance. Lozano was struck by a 2010 Chevrolet Camaro driven by Garcia. Garcia struck Lozano he fled the scene, police said.

The vehicle was located a short time later and investigators were able to identify Garcia, who was arrested on charges of Accident Causing Serious Bodily
Injury or Death. His bond was set at $70,000.00

It's bad enough the city has postings EVERYWHERE that say workers are present and if you can't read, I'm sure you can see the orange cones...still drivers don't slow down, don't pay attention, it's sad that Mr Lozano lost his life for a reckless individual..even sadder that he didn't stop...I understand accidents happen but in this case it was Reckless and stupid...he left the scene. Yes maybe he was in shock, but you could of stopped and stayed, show some compassion. :(

Previously, the suspect shot a man and the El Paso District Attorney Office let him go with a 10 year probation sentence. A year later, free, this man kills a pedestrian. If only the DA did their job... Condolences to the family.

I pray for Mr. Lozano and his family. I am also releived that the hit and run driver was apprehended. It is important for the driving public to come to understand that driving an automobile comes with whole lot of responsibility. This tragedy was preventable unfortunately Garcia took a life that can never be regained.
