The construction on Country Club and Upper Valley Road is still stirring up complaints. The latest one has to do with a cop that neighbors say sits on the side of the road, for the better part of each day.

Along with being annoyed by the on-going round-about project in the area, people are asking about the cop that sits outside of the construction zone. People want to know if he's there because of problems caused by the construction, and if so, they want to know if the money would be better spent finishing the project quickly.

El Paso Police say that the patrolman is not posted there because of construction. He's on a secret surveillance operation and that's all they can say.

The City of El Paso says if the weather stays normal, the construction will be done by the end of March.
