Starting Monday all U.S. Citizens will need either a passport or a passport card to get back into the country from Canada or Mexico.

Some travelers worry the new rules could create delays.

U.S. Customs and Border Protection says it will be “flexible and practical” when trying to enforce the policy.

Over the last few weeks there's been a rush of people trying to apply for a passport in time for the deadline.

Still, some border crossers predict confusion and long lines tomorrow.

"They were already long as it was. It took us 15 minutes to get from the middle of the bridge all the way down so I'm sure there will be more people tomorrow. Way more than today," said Michael Griego, as he returned from Juarez.

The new passport rules are intended to eventually cut down on wait times.

CBP says about 80-percent of current border crossers already have the proper ID.
