NC 9 Investigation: Garcia's Tangled Web

EL PASO - We are learning more about the Houston woman connected with EPISD Superintendent Dr. Lorenzo Garcia.
A federal indictment charges that Garcia and an unnamed co-conspirator schemed to inflate the actual cost of teaching materials which were sold to the district.
Records obtained by NewsChannel 9 show that the other unindicted person is Tracy Rose, also known as Tracy Ledford.
Records name her as president of Infinity Resources in Houston.
When the El Paso ISD bought nearly $500,000 worth of teaching materials from Infinity Resources in July 2006, the company provided the district with an affidavit swearing that they were the only company that could provide the materials.
In addition, the company was going to get tens of thousands of dollars for travel expenses.
The federal indictment against Garcia states that the actual value of the materials was much less and that Garcia had a personal financial interest in Infinity Resources and a personal relationship with Tracy Rose.
After his release on bond, Garcia said he was not guilty and intended to return to work immediately but that plan went nowhere when the school board president sent word for Garcia to stay away from district offices.
NewsChannel 9 has learned that Tracy Rose is also known as Tracy Ledford.
An employee with the school district who met Rose says this is her picture - a picture associated with the Twitter account of a Tracy Ledford.
NewsChannel 9 has also learned that at one time, a Tracy Ledford worked for an educational services company out of Dallas called Cambium Learning Group.
The company told NewsChannel 9 that Ledford worked there from March 2006 until April 2009.
That was at the same time that a Tracy Rose had set up Infinity Resources at a post office box in Houston and got that contract with EPISD.
