Murder Fugitive Tied to Cartel Surrenders to CBP

A man wanted by the Dallas Police Department for his alleged involvement in a Dallas area kidnapping and murder  surrendered in El Paso. 

Nicolas Monarez, 35, purported to have links to the Gulf Cartel, surrendered to U.S. Customs and Border Protection officials at the Paso del Norte Port of Entry last week.  He was linked with two other suspects with the torturous murder of a 20-year-old man and his pregnant girlfriend for supposed theft of money and narcotics. It was later determined that the young couple had no connection to the alleged theft. 

Monarez was also sought by the United States Marshals Service for narcotics violations. 

He was transferred to the El Paso County Detention Center pending his extradition to Dallas County.
