JUAREZ - For human rights advocates in Juarez, this is about as bad as it gets.
Federal police raided the offices of human rights workers and seized many of their records.
The police said they were investigating illegal drugs, and arrested two people. Human rights workers, though, told a different version. They said that police were trying to disrupt a human rights caravan that's expected to arrive in Juarez in the next few days.
