Man Turns Self In For Cartel-Related Kidnapping

EL PASO--- A third person has turned himself in to El Paso County Sheriff's deputies in the cartel-related kidnapping of a Horizon City man last September.

Rafael Vega, 26, turned himself in Saturday morning, said Dep. Jesse Tovar, a spokesman for the Sheriff's Office.

Two days ago, brothers Cesar and Sergio Obregon were also arrested after a Border Patrol agent said he spotted the pair trying to break into a home Wednesday.

It was last September when investigators said Sergio Saucedo was taken from his home in Horizon City at gunpoint.

His mutilated body was found in Juarez a few days later.

A fourth and final suspect is still wanted in the case, said Tovar.

Ricardo Puentes, 25, is accused of being the kidnapping organizer, and is still at large, Tovar said.
