Man Charged with 3rd DWI

EL PASO – An El Paso man is facing his 3rd DWI charge after police arrested him Sunday evening in the parking lot of an East El Paso auto parts store.

Police said they noticed 38-year-old Carlos Chairez drinking from a beer can as he pulled into the Auto Zone parking lot in the 1400 block of N. Lee Trevino.

Chairez has two prior DWI convictions in 2009 and 2010.

What are they waiting for with these people? Do they have a "Constitutional Right" to KILL some innocent person?
