CANUTILLO - El Paso County Sheriff's deputies arrested a man for his third DWI after he crashed into two cars in Canutillo.
According to deputies, Ruben Garcia, 47, was driving drunk when he slammed his car into a pickup on 3rd St. He tried to drive away, but lost control and smashed into a parked car. Deputies administered a breathalizer test that measured at .34, which is more than four times the legal limit.
Garcia was treated at a local hospital, then booked into the El Paso County Jail.

Pass a law that any vehicle driven by any one arrested for a DWI is seized and forfeited. Further, that person is prohibited from purchasing another vehicle for 2-5 years!
Had this law been in effect, Ruben Garcia would not have had a vehicle to drive, thus no other vehicles would have been damaged. I doubt he had insurance!
If people knew that if they got caught driving drunk they would lose their vehicle, that would stop a lot of people from driving.
